You can get a US bank account at Etrade or at AccentCardVisa. You can use this bank account to withdraw your money from Paypal.
Another quick way to get your money out of paypal is Xoom. With this service you can send money to your wife or relative using your Paypal funds. The fee is lower than withdrawing to your US bank account and you can quickly get the money within hours.

Vince, pare, don’t know if you heard, but Philippine users can finally send and accept money using PayPal! I closed my other account using the tips you gave me before, but I transferred its funds to my newly opened Philippine-based PayPal one.
Yung nga lang we can only withdraw to a US bank account or through Mastercard affiliated with international banks like HK Bank. There are a few threads on the subject.
